Data, Evaluation and Research Coordinator

Position Summary:
Early Impact Virginia effectively leverages resources through public-private partnership and collaboration to create a more comprehensive, coordinated system while driving innovation to continuously improve program efficiency, service quality and reach. Member programs include CHIP of Virginia, Early Head Start, Healthy Families Virginia, Healthy Start/Loving Steps, Nurse Family Partnership, Parents as Teachers, and Resource Mothers.

The Data, Evaluation and Research Coordinator will be responsible for leading the planning, analysis, reporting and coordination for Early Impact Virginia’s overall data needs and data infrastructure. This position will be supervised by the Collective Impact Manager.

The Coordinator will take the lead on EIV data initiatives, as well as provide strategic state-level support for member organization data initiatives. The Coordinator also will support the efficient and effective use of technology to ensure the optimal administration of EIV, such as helping identify and oversee the implementation of a multi-component, cross-model data system solution.
The Coordinator will interface closely with EIV leadership and the Virginia Home Visiting Data Team to stay apprised of, as well as help inform, state-level data, evaluation, applied research, and technology initiatives. The Coordinator will work with EIV leadership and the Data Team on determining the best means of tracking and disseminating information on state-level needs, capacity, progress, challenges, and outcomes, focusing on the effective use of technology to support Virginia’s home visiting programs in achieving positive results for Virginia’s children and families.

Responsibilities:
• Develop a data sharing culture within stringent data privacy parameters to improve coordination, decision-making, generation of new actionable information, and accountability across the state’s multiple models of home visiting.
• Enhance EIV’s internal data and applied research capacity, including building out EIV’s in-house capacity around:
o Data identification (figuring out the right data for specified tasks or questions that need to be answered)
o Data access (gaining access to or sharing already existing data)
o Data collection (gathering new data that don’t already exist)
o Data management (establishing effective, user-friendly systems for matching/linking different data sets, cleaning data to improve accuracy, and organizing data so it can be more easily found, analyzed, and used)
o Data analysis (generating meaningful, usable information from data)
o Data use (applying statistical findings to such purposes as informing decisions, garnering better understanding of and buy-in for initiatives or policies, writing more compelling funding proposals)
o Data messaging (using data to convey urgency, need, value, impact through narratives and visualizations)
o Other data capacity elements.
• Provide staff support to the Virginia Home Visiting Data Team to help ensure more efficient collaboration with partners.
• Coordinate and staff the identification and development of a multi-component data system solution to help facilitate the establishment of uniform indicators across Virginia’s home visiting models to produce annual data ‘dashboard’ and outcome reports.
• Provide strategic support to Virginia’s home visiting programs in expanding their data capacity.
• Take the lead on identifying the need for, enlisting, and interfacing with external data expertise to address EIV data capacity objectives.
• Participate on home visiting needs assessment development and implementation.
• Build and format Excel spreadsheets to meet EIV data tracking, management, analysis, and reporting needs for operational, fiscal, evaluation, research, reporting, and other purposes.
• Meet regularly with the EIV Director to schedule, track, and exchange updates on projects and tasks.
• Ensure all data initiatives comply with Federal, state, and any other data security and privacy requirements.
• Assist with editing EIV documents that have data and/or technological content.

Knowledge, Skills, and Abilities:
• Knowledge of maternal/child health and early childhood home visiting preferred.
• Ability to effectively communicate with individuals at all levels of proficiency with data and technology is essential.
• Experience with complex project management and multiple stakeholder needs.
• Proficiency with Excel, Access, and Office 365, as well as automated databases, and other data software is essential.
• Strong organizational skills and attention to detail a must.
• Ability and desire to work independently
• Comfort with ambiguity and the ability to thrive in a fluid, entrepreneurial environment
• A positive attitude and the passion and drive to achieve extraordinary results

Required Experience and Education:
• Bachelor’s degree required. Master’s degree preferred.
• At least 3 years of experience in data analysis and reporting, including a strong command of statistical and data analysis tools and methods.
• Strong track record of project management and completion of tasks within established deadlines.

Licensures, Certifications, and Endorsements:
Possession of a valid Virginia’s Driver’s license
